'Lucky 13 Plan'

Do you believe any candidate for governor, Attorney General, Senate, or Alabama House of Representatives will stop bingo in Alabama??

I have announced that I will be a candidate for Alabama State Senate District 29 on the republican ticket.
 
I will introduce and work hard to pass what I present to you as “The Lucky 13 Plan
 
Let me explain “The Lucky 13 Plan
 
Grandfather in bingo locations at Victoryland, Greentrack, White Hall and Country Crossing.
 
Tax all bingo operations at 13% x handle or 13% gross. You’re probably asking why the “Lucky 13 Plan” is better than the “sweet home Alabama” plan which is taxed at 20%. “Sweet home Alabama” taxed at 20% after winners are paid.
 
EXAMPLE
 
Under the “sweet home Alabama” plan if $1 million dollars is bet and a payback of 85%. Total taxes collected would be $30,000.
 
If payback is 80%, total taxes on $1 million dollars would be $40,000. Under “The Lucky 13 Plan” taxes would be $130,000.
 
Under “The Lucky 13 Plan” the taxes collected would be distributed as follows.
  • 5% to senior citizen programs
  • 5% to volunteer fire departments
  • 5% to fund treatment for those who have been addicted.
  • 85% to be divided equally among the 67 counties in the state to the county commission of that county with 25% of that total to be in kind services to the cities in that county.
 
If any county desires to have bingo in their county a petition requesting a vote shall be presented to the county commission with at least 20% of qualified voters who voted in the last general election have signed the petition.
 
The county commission, upon receiving the petition, shall set the date for the election. Question: Do you favor bingo gambling with machines or paper in this county?
 
YES________ NO_______ . No new election on this matter can occur unless four years have passed since the last election was held.
 
A three member gambling commission shall be established with one member appointed by the Governor, one by the Lt Governor and one by the Speaker of the House. The Gambling commission shall set rules as to obtain a license and for rules of operation.
 
At Victoryland, Greentrack, White Hall, and Country Crossing where monies have been given to charities; the amount paid to these various charities in calendar year 2009 shall be deducted from the tax due to the state and said monies shall be distributed to the various charities. No increase of the number of charities will be allowed and funding will remain the same with no increases.
 
The state of Florida taxes bingo at 50% x net; the state of Pennsylvania at 52% x net and the state of Mississippi taxes at 12% x handle or gross.
 
The state of Mississippi has 30 casinos with at total of 36,000 slot machines. The state of Mississippi received almost $350 million dollars in taxes the last 12 months.
 
Victoryland advertises 6,000 bingo machines, Country Crossing, 1700 machines. Neither pays any state taxes on bingo.
 
Tax dollars collected shall be put in “The Lucky 13 Plan account” and no monies shall be distributed until one year has passed. This will keep county commissions from guessing as to how much money is available.
 
When “The Lucky 13 Plan” is fully implemented, I project the taxes collected to be $300 million or more per year.
 
We must deal with the bingo issue in Alabama now. Nathan Mathis will be a strong leader who will work for passage of “The Lucky 13 Plan” Nathan Mathis will not seek re-election for Nathan Mathis will complete the job in four years. Remember to vote for “The Lucky 13 Plan” Vote for the plan and not the man. “The Lucky 13 Plan” is the best plan out there.
 
As soon as “The Lucky 13 Plan” is passed,  then have it brought to the people of Alabama for their vote of approval. If the majority of the voters vote no then shut them all down and repeal all local laws dealing with bingo.
 
Make an agreement with the Indians on their three bingo sites at Atmore, Riverside, and Tallapoosa Entertainment center that if the Indians pay taxes as other bingo operations in Alabama, then the Indians will have exclusive bingo rites in the counties they are located in.
